Summary
The Energy Policy Act of 2005 (P.L. 109-58), signed by President Bush on
August 8, 2005, was the first omnibus energy legislation enacted in more than a
decade. Spurred by rising energy prices and growing dependence on foreign oil, the
new energy law was shaped by competing concerns about energy security,
environmental quality, and economic growth.

Daylight Savings (Sec. 110). Starting in 2007, daylight saving time will
begin three or four weeks earlier (the second Sunday in March) and end one week
later (the first Sunday in November). This is expected to reduce energy used for
night-time electric lighting. A report to Congress on energy savings is required nine
months after implementation begins.

For 2007 to 2015 inclusive, Daylight Saving Time period begins (Second Sunday in March) and ends (First Sunday in November) respectively on the following dates at 2 a.m. local time:
- in 2007: Sunday March 11 and Sunday November 4
- in 2008: Sunday March 9 and Sunday November 2
- in 2009: Sunday March 8 and Sunday November 1
- in 2010: Sunday March 14 and Sunday November 7
- in 2011: Sunday March 13 and Sunday November 6
- in 2012: Sunday March 11 and Sunday November 4
- in 2013: Sunday March 10 and Sunday November 3
- in 2014: Sunday March 9 and Sunday November 2
- in 2015: Sunday March 8 and Sunday November 1

To ensure jobs for our future with secure, affordable, and reliable energy.
Be it enacted by the Senate and House of Representatives of
the United States of America in Congress assembled,
SECTION 1. SHORT TITLE; TABLE OF CONTENTS.
(a) SHORT TITLE.—This Act may be cited as the ‘‘Energy Policy
Act of 2005’’.
(b) TABLE OF CONTENTS.—The table of contents for this Act
is as follows:

Sec. 101. Energy and water saving measures in congressional buildings.

SEC. 110. DAYLIGHT SAVINGS.
(a) AMENDMENT.—Section 3(a) of the Uniform Time Act of 1966
(15 U.S.C. 260a(a)) is amended -
(1) by striking "first Sunday of April" and inserting
"second Sunday of March"; and
(2) by striking "last Sunday of October" and inserting
"first Sunday of November".
(b) EFFECTIVE DATE.—Subsection (a) shall take effect 1 year
after the date of enactment of this Act or March 1, 2007, whichever
is later.
(c) REPORT TO CONGRESS.—Not later than 9 months after the
effective date stated in subsection (b), the Secretary shall report
to Congress on the impact of this section on energy consumption
in the United States.
(d) RIGHT TO REVERT.—Congress retains the right to revert
the Daylight Saving Time back to the 2005 time schedules once
the Department study is complete.
